For sources of information on connectivity in China:

gopher to rs.internic.net and do a WHOIS search on Beijing and/or China. The system will return a list of registered Internet servers there, together with the email addresses/phone numbers of the admin and tech contacts.

The Association for Progressive Communications is also a key player in developing country networking, esp email. Gopher to gopher.igc.apc.net for information about their services. Or send an email to mailto:info@igc.apc.net. You can also get this info from the Internic WHOIS search.
