Subject: Request for Proposals International Utility Efficiency Partnerships Edison Electric Institute

Date: June 16, 1995

The International Utility Efficiency Partnerships (IUEP) has prepared a Request for Proposals (RFP) to solicit projects that may qualify for financial support from our U.S. electric utility members. The IUEP is a separately funded activity at the Edison Electric Institute that coordinates its member's international activities related to the mitigation of greenhouse gas emissions. The RFP is designed to structure your ideas into a proposal that satisfies the needs of our utility investors, and demonstrates a verifiable reduction in greenhouse gas emissions. If you would like a copy of this RFP, please fax your request to (+1) (202) 508-5360 with your mailing address included.

Most of our projects will be designed to qualify as "Joint Implementation" under the Framework Convention on Climate Change and the criteria developed by the United States Initiative on Joint Implementation (USIJI). The USIJI is the pilot program here in the U.S. that will recognize investors and the contribution that they make through their jointly implemented projects. Other energy efficiency projects will be considered even if they do not satisfy USIJI criteria, but otherwise demonstrate acceptable rates of return and measurable greenhouse gas reduction potential.

We would appreciate your help to reach other individuals and groups who might have potential projects particularly those in host countries. We would be happy to forward them program information and a copy of the RFP.

Sincerely yours,

Michael Rucker International Utility Efficiency Partnerships
