INTRODUCTION
Youth can no longer be seen merely as tomorrow's leaders. They are already leading and bringing about changes in today's world. But as responsible agents of change, youth also require training, education, inter-generational dialogue, and forums for international co-operation and mobilization.
A World Youth Leadership Training Summit is being organised to address these challenges. The five day event, to be held on 28 August 1995 through to 1 September 1995 at United Nations Headquarters in New York, will provide a unique opportunity for youth in leadership positions from around the world to come together and focus on their responsibilities and goals.
Organised through the initiative of the International Youth Forum, York University, Canada and endorsed as part of the United Nations Fiftieth Anniversary commemoration, the Summit is planned as more than a forum for sharing visions and ideas. It will be a hands-on leadership training tool in itself. In addition to plenary sessions and inter-generational dialogues, workshops have been arranged to focus on leadership skills and implementation tools. _________________________________________________________________
GOALS OF THE SUMMIT
The World Youth Leadership Training Summit aims to: * build critical leadership skills; * educate youth about their rights, roles and responsibilities; * explore access to different multilateral institutions, including the United Nations; * discuss and promote a range of tools at the disposal of youth in achieving their goals; * build partnerships between and among young women and men, and other elements of society; * issue a concrete and implementable "Programme of Action" for international distribution; * to facilitate the exchange of information. _____________________________________________________________
PROGRAMME OVERVIEW Five Plenary Sessions with prominent speakers will focus on themes such as A Renewed Leadership, Youth Unemployment: A Threat to Democracy, Human Rights and Democratic Development.
A general training session on the Role of Non-Governmental and Private Sectors as Global Actors in the United Nations System will involve all participants to the Summit. The session will address specific questions such as how to become accredited and how to access the UN Information System. _____________________________________________________________
Four training workshops on specific topics: 1. Coalition and Partnership Building: Examines capacity-building within an organisation as well as effective ways of forming partnerships in pursuit of common goals. Themes include communication methods, generating employment and forms of collaboration. 2. Techniques in Conflict Management and Advocacy: An interactive exploration of individual and organisational methods of managing internal disputes, developing strategic plans for the organisation, and integrating conflict-management in on-going decision-making processes. Teaches advocacy skills to better present and promote social agendas at local, national and international levels. 3. Global Linkages - Using Technology and Information: Provides expertise on the uses of emerging information technologies, specifically computer access to, and the uses of public databases of international organisations such as the UN. 4. How to Get it Done - Project Design and Implementation Techniques: Examines effective implementation of projects in a number of countries, focusing on how to close the gap between planning and implementation. Treats topics such as budgetary planning and effective project design.
Three official languages - English, French, and Spanish - will be used for all general plenaries. Training workshops and documentation will be presented in English. ________________________________________________________
As post-conference activities, the organising committee expects to create an on-going computer network of participants and interested parties pursuing the work of the Summit (Status of the World Youth Data Bank) and a World Youth Development Report which will include the results of the Summit and the mini-national surveys completed by the participants.

HOW NGOS & THE WORLD COMMUNITY CAN GET INVOLVED VIA THE INTERNET 1. Pre-conference mailing lists Non-Governmental Organizations, environmental and community groups, and interested individuals are invited to participate in this summit in several ways. A pre-conference mailing list will be used to promote discussion of issues and topics, generating a dialogue which we hope will provide a foundation for the conference itself. Email mailto:majordomo@tdg.uoguelph.ca with "subscribe un50 YourName" in the body of the text. Subscription is NOT automatic. The list will kick off July 10th.
2. CU-SeeMe Video Broadcast Highlights from the conference proceedings will be broadcast live over the Internet. Look for speeches from UN officials and international decision-makers. More information about the 'netcast will be available from http://tdg.uoguelph.ca/un50 in late July.

AN INVITATION TO THE SUMMIT Governmental and inter-governmental organisations, local and national youth programmes, agencies and NGOs are invited to nominate one youth delegate to the Summit. While limited funding may be available for delegates from the least developed countries, nominating agencies should assist delegates in securing resources for travel, registration, accommodations and meals.
From among the nominees, the organising committee will select one delegate from each of the United Nations' 185 Member States and a total of 15 delegates from leading international youth organisations based on the following criteria. 1. Delegates must be under the age of 30 and preferably between the ages of 18 and 25. 2. There will be equal representation of women and men. 3. Delegates must be in a leadership position within local, regional and/or international organisations with direct, "hands-on" experience. In preparation for the Summit nominates, agencies may want to organise local or national youth meetings in which relevant issues are discussed and youth delegates selected. _____________________________________________________________
