Here is some information on the situation in Romania (that is Central Europe).
There are several ISPs with charges varying from free for selected categories up to 10 USD/MB (is the highest rate I have seen, but it is possible that some charges to be even higher.
The selected categories for free of charge are proffesionals from universities, academies and non-profit organisations. the ISP wich offers this service is funded from PHARE funds. The ISP is offering full access to all INTERNET services.
The commercial based ISPs are charging between a flat monthly rate of 100 USD/month for a 14400 SLIP connection with full services up to 5000 USD/month for 64kb permanent access with unlimited traffic.
There are also a number of BBS wich are offering only e-mail access with prices variing from free to 30 USD/month.
Also, some non-profit organisations such as Soros Foundation are offering free e-mail accsess. I do not know which conditions are they appling for that.
Finally, there are some organisations such as Romanian Development Agency, with institutional access to INTERNET.
