There has been some work on this issue by the World Bank which has looked at various countries. check
Najmabadi F. and Lall, S. (1995) "Developing Industrial Technology: Lessons for Policy and Practice" World Bank Publication.
In India a study was done by the World Bank recently in association with the Industrial Credit and Investment Corporation of India on Industry - Technology Institution interaction impact. Some doctoral students and faculty at the Indian Institute of Management at Ahmedabad have also worked in this area and there are working papers available from the institute on these topics. Write to
