No, I don't think it's one of those words. It has a precise grammatical and pragmatic referent: it refers to those people who wanted to criticize the way the world was ungreening and polluting but wanted tourist dollars and jobs and thus did not support campaigns to keep the hotels and the gambling and the tourists out.
