I think the best example to look at to see what is possible is Uganda
for debt forgiveness which is likely to be conditioned upon following
standard fiscal and economic policies and Chad or other Francophone
countries that have been successful recoverying flight capital.

I believe that Transparancy International (TI) is focused mostly on making things better in the future in particular industries such as mining, electricity, road construction, or telecoms. If the new government asks for help in any of these areas, TI is able to use its expertise to get binding agreements from major manufacturers to not to pay bribes once they see some solid evidence the new Government will help them not to lose bids to the bribe payers.

With the recent OECD committment to passing anti-bribery legislation among all its member by the end of 1998 and the recent return of liberal governments in England and France, it is a good time to go to Congos traditional trading partners and get them to turn over a new leaf and maybe even help recover the Government some of the past bribes that they paid if they are given an amnesty and can turn of the names and bank accounts of the individuals and organizations to whom they paid the bribes.
