Mr. Miller,

It's my understanding one of the tactics being used to presure nations to support, and eventually join, the agreement is "If you don't join, other member nations will not trade on you, or will not trade with you on an equitable basis.". The implication being that the non joiners will be starved (trade and food) into submission.

Do you believe a city state would have the resources to defy MAI states any better than a country?
