Abdus,

I wanted to respond to your posting to DEVEL-L last week with a little "insider" information. Actually, The World Bank will get a small percentage of this money to cover administrative costs. A small portion of the money will be spent on consultants to develop a toolkit for addressing the problem. However, most of the money will be used for grants directly to developing country governments; this is not a loan program, so no liability is incurred. While we are certainly proud that the British government chose our program (the infoDev Program of the World Bank) to administer the funds which they donated, nobody has gotten a promotion.

The usual 12m to world bank staff and consultants and 4 to the purchase of equipment and the countries are left with a loan of 16m. They gain a liability of 16m to make the WB look good... and obviously the staff gains a promotion.
