The New Ideas in Pollutiuon Regulation website (http://www.worldbank.org/nipr) has a variety of environmental information on brown sector issues, however, one feature of the site is contact information for every national environmental ministry in the world. The environmental ministry for Guatemala, el Comision Nacional del Medio Ambiente, should be an excellent source of information for you, and they have a website.
