Jim MacNeill, Chairman of the Board of the International Institute for Sustainable Development, announced May 31 the appointment of David Runnalls as President and CEO of the Winnipeg-based Institute. Runnalls has been Interim President of IISD since November 1998.
"We are delighted to be able to appoint someone of David's experience and accomplishment as our new President," MacNeill said. The appointment came after a worldwide search conducted by a Committee of the Board led by Jack MacLeod of Calgary, former CEO of Shell Canada. In addition to Winnipeg's Hartley Richardson, the Committee also included Dian Cohen, Canadian Vice-Chair Jacques Gérin, International Vice-Chair Edward S. Ayensu and MacNeill.
Runnalls has been at the forefront of the environment and development debate for more than 25 years. He was the Research Director for Only One Earth, the book that set the tone for the first global environment conference in 1972. He worked with Barbara Ward to found the International Institute for Environment and Development in London. He was the Director of the IIED office in London for seven years and helped to establish its keystone programs in energy, human settlements, information and monitoring the environmental performance of the foreign aid agencies. In 1981 he moved to Washington where he made IIED's North American office into one of the premier players in the international environment arena in the United States.
He returned to Canada in 1988 where he helped to create the Environment Program at the Institute for Research on Public Policy. He left IRPP in 1993 to become a Senior Fellow of IISD and Senior Adviser to both the President of the International Development Research Centre and the Administrator of the United Nations Development Programme.
MacNeill went on to say that, "with David on board as President and with a new strategic plan to focus the activities of the Institute, the IISD is well placed to enter the millennium and strengthen its role as one of the international leaders in sustainable development."

Jim MacNeill, président du Conseil de l'Institut international du développement durable, a annoncé May 31 la nomination de David Runnalls au poste de président et chef de la direction de l'Institut, dont le siège se trouve à Winnipeg. Monsieur Runnalls assumait la présidence de l'IIDD par intérim depuis novembre 1998.
« Nous sommes enchantés d'accueillir à la présidence de l'Institut une personne possédant l'expérience et les antécédents de David », a déclaré Jim MacNeill. Dirigé par Jack MacLeod de Calgary, ancien chef de la direction de Shell Canada, le comité chargé par le Conseil de chercher des candidats dans le monde entier comptait également parmi ses membres Hartley Richardson de Winnipeg, Dian Cohen, Jacques Gérin, vice-président aux affaires canadiennes, Edward S. Ayensu, vice-président aux affaires internationales, et Jim MacNeill.
Cela fait plus de 25 ans que David Runnalls évolue à l'avant-scène du débat sur l'environnement et le développement. Il a d'abord été directeur de recherche pour Nous n'avons qu'une terre, le livre qui a créé l'atmosphère propice à la tenue de la toute première conférence mondiale sur l'environnement en 1972. Il a ensuite travaillé avec Barbara Ward à la fondation de l'Institut international pour l'environnement et le développement (IIED) à Londres. Directeur du bureau de l'IIED à Londres pendant sept ans, il a contribué à la création de ses programmes-clés en matière d'énergie, d'établissements humains, d'information et de surveillance de la performance environnementale des organismes d'aide étrangère. En 1981, David s'est installé à Washington pour faire du bureau de l'IIED en Amérique du Nord l'un des principaux acteurs de la scène internationale de l'environnement aux États-Unis.
À son retour au Canada en 1988, David a participé à la création du programme de l'environnement de l'Institut de recherches en politique publique, qu'il a quitté en 1993 pour devenir membre associé de l'IIDD et conseiller principal auprès de la présidente du Centre de recherches pour le développement international et de l'administrateur du Programme des Nations Unies pour le développement.
« Avec David à la présidence et un nouveau plan stratégique propre à faciliter le ciblage de ses activités, a ajouté Jim MacNeill, l'IIDD est bien placé pour amorcer le prochain millénaire et renforcer son rôle parmi les chefs de file mondiaux du développement durable. »
