Where free markets have been permitted (West Africa and Tanzania in my
experience) and in particular where private operators were permitted/not
forbidden to buy future rights to crops and provide farmers with inputs
they want/need at real prices, then ag has done well. In Togo it was a
real gamble to buy futures; the negative payout was to feed the crocs in
the lagoon.
So if the official resistance to a free market was that real, then it must
be a very important element.
