        Larry W. made some good points.  But a food program may be ineffective
if it stops at, say, the national government's doorstep:  unless that
government has in place an efficient distribution system, such a system
had better be incorporated into the food program.  Also, in the interests of
assuring a long-term solution, a multi-faceted program (offering agricultural
tools and training, young plants and other means to fight soil erosion, as well
as food assistance, at a minimum) seems preferable to food assistance alone
(where donor organizations have these alternatives available, that is).
Such multi-faceted programs have to exist, and be adequately funded, in any
developing nation if it is to escape from the vicious cycle in which the
"losers" are in the overwhelming majority.
