Have you tried the Nova institute? It is a tiny NGO operating in your area, which facilitates the transfer of technology by empowering poor households to articulate their needs - including the technological ones.
They use a rather unique integrated approach in multidisciplinary and multicultural teams that establish dialogue between poor families and technology providers. The aim is that a close fit be negotiated between the technologies and services provided and the physical, economic, social, and cultural needs of poor families.
I know that they have worked in the fields of energy utilisation and conservation in urban and rural communities in South Africa, and that some eminent experts in these fields, as well as major companies and government agencies were involved, so they would probably be able to help you with information that they have, or get what you need.
