What is the best LapTop for Central Africa?

Hi,

I would like to have some suggestions what the best LapTop would be for use in francophone Central Africa. It would be for use by researchers in hot and moist climate.

8-16MB, 500MB, stiffy (that is what a 3 1/2 inch floppy is called here) drive, built in pointing device, SVGA card, connectable to an external monitor, built in modem, extra battery pack and I suppose earthed plugs for francophone countries.

It should be at least on the level of a 486 (Intel architecture is not mandatory but good local support) and I am most interested in sturdiness and bang for the buck. Price is not the most important consideration here...
