If this is to result in an action plan then the following needs to be known:

who will take the responsibility for implementing it? what is the budget available for implementation what are the timelines what are the constraints and flexibility based on input

other details surrounding this effort. Giving advice without knowing the parameters which constrain the opportunities and options will bring a less than optimum solution

a panel of expert to give advice and then the rest of the world to comment-hmmm sounds like the standard modus operandi for contract organizations. what's different?

what will be the vested interest of the "experts" and the parties who will play second tier commentators? Is this an eleemosynary venture? who gets what out of this effort and its implementation- always nice to know what the playing field looks like
