Walter Leal FilhoThe Freie Universitaet Berlin (Germany) is pleased to offer to you an International Summer University course on "Environmental Policy and Law in Germany and Europe".
The International Summer University will take place from July 31st through August 27th 1999. The language of instruction will be English.
The course will be taught by our faculty members, Prof. Dr. Martin Jänicke, Dr. Kirsten Jörgensen (School of Political Science), and Ulf Marzik (School of Law).
This course explores national environmental policies in Europe and their coordination and integration on a European level. Both on a European and a German national level, special emphasis will be given to the legal mechanisms and structures applied to implement environmental policies. After an introduction covering the evolution of environmental policy and law over the previous decades, current regulatory standards and environmental institutions as well as those of the EU will be elaborated upon. The political and legal mechanisms of international cooperation within and outside the EU will be discussed, focussing on long-term management of environmental issues (waste management, environmental impact assessment, etc.) and ad hoc cooperation in international environmental conflicts (Chernobyl, Brent Spar, etc.). The participants will work out the political and legal interests and strategies of governments, non-governmental organizations, international organizations, multi-national corporations and the media. Finally, the course will conclude with a comparison of the instruments and the environmental standards of European and German environmental law with the international level (Rio process etc.). Excursions are planned to the Federal Environmental Protection Agency (Umweltbundesamt) and to the office of the European Union in Berlin.
The tuition for this course is DM 1,200.-. There is an additional onetime registration fee of DM 150.-.
