Could you explain why Vietnam entered these reforms that were and are so damaging to its population? As Vietnam had won the war, why did its leaders decide to enter the neo-liberal "modernization"? We can understand how some countries have entered this path: England, Mexico, Argentina, Brazil, Chile, but Vietnam? Why? Was it already in big trouble before to adopt this neo-liberal model?
