CONTINGENCY PLANNER - OFDA/Washington
The Office of U.S. Foreign Disaster Assistance (OFDA) of the U.S.
Agency for International Development seeks a Contingency Planner
who will be a member of a three person planning team for OFDA's
programs and activities. The person will assist in developing a
contingency operational framework for providing assistance to
countries determined to be significantly at-risk to disasters.
REQUIRES: Master's degree in international relations or related
areas of social sciences and at least 2 years of experience in
international activities. At least one year must be field
experience and at least 1 year experience must be related to
humanitarian assistance. U.S. citizenship required and must pass
security clearance. RANKING FACTORS: 1) demonstrated experience
in international emergency and disaster relief, 2) knowledge of
and experience with international organizations, USG agencies,
and NGOs, 3) evidence of strong writing and research/analytical
skills, 4) management/organizational skills and experience
working as a team member with changing priorities, 5) computer
skills including information management and 6) ability to work
independently. One year personal services contract at the GS-
11/12 level commencing as soon as possible.

CONTINGENCY PLANNER
Duties and Responsibilities:
Assist in developing a framework for OFDA's response to
emergencies/disasters for those countries determined to have a
high potential for future emergencies/disasters.
Help develop a system to determine priority countries for
development of contingency plans. This would entail research
from various sources including USAID's regional and global
offices, State Department, UN agencies, PVOs/NGOs, other USG
agencies, academic institutions and think tanks, other
independent groups.
Assist in developing country information bases for priority
countries. This would include sociopolitical, physical,
agricultural, and environmental background information. Current
developmental and relief programs would be included as would
primary international organizations and PVO/NGOs present in
country. The level of detail provided will depend on the type of
expected disaster and the priority given to the particular
country.
Provide background on options and priorities for both PMP and DRD
potential interventions. Collaboration with other groups such as
FFP, DHA, WFP, and DOD will be included as appropriate.
Selective Factors:
Knowledge of and experience in disaster response programs,
familiarity with strategies and policies used by humanitarian
organizations, and knowledge of response options and approaches
necessary to achieve objectives.
Knowledge of and experience in dealing with foreign governments,
State Department, international organizations, and PVOs/NGOs in
order to develop alternative options for addressing response and
mitigation needs.
Ability to perform research and to analyze, conceptualize,
formulate, and communicate program strategies to save lives and
minimize economic losses from hazards and disasters based on
disparate information from diverse sources.
Demonstrated ability to communicate effectively, both orally and
written. Examples of writing ability must be provided. Ability
to work independently without major supervision.
Evaluation Methods:
Extent and quality of experience, education, and accomplishments
as they relate to this position. Additional factors include
amount of experience in working independently and ability to
conceptualize new approaches in a changing environment.
