Since the U.S. Foreign Aid program has been the subject of much change under
the current Administration, it would help us if someone in the U.S. government
or knowledgable in the area posted (or pointed to) the U.S. foreign policy
positions on foreign aid and on foreign aid to Africa in particular. The
government of Canada, in the face of major budget cuts, is redefining its aid
strategies and considering (for example) the impact of aid programs on civil
society and its institutions. Foreign aid is now and has always been more of an
extension of foreign policy and less a humanitarian act. Talking about doing
this or that a bit better misses the mark in the absence of an understanding of
the foreign policy priorities and how they condition the choice set.
