An excellent source on the workings of (some) governments in Africa is in "Tropical Gangsters" by Robert E. Klitgaard. The author is an economist with first-hand experience about Equatorial Guinea. He covers his dealings with the government as well as with other consultants. His inside views of international organizations and how they allocate their funds (and the results achieved) on the field are quite interesting.c. leite King's College (Univ. Western Ontario)
