I would like to take this opportunity to express my respects, and send greetings to you, serving the cause of world peace and prosperity for all mankind.

My name is Cho Soon of the Republic of Korea, the land of morning calm located in Northeast Asia. The Republic of Korea, where I live, is the world's last divided country. I believe you know Korea well as a country which suffered the ravages of the June 25th, 1950 war and subsequently realized miraculously rapid economic growth. In addition, it is also a country with great potential energy, making rapid advances in democratization, and which successfully staged the 1986 Asian Games and 1988 Olympics. GNP per capita is approximately US$ 8,483 (As of 1994).

The capital of the Republic of Korea is Seoul. With a population of 10,800,000 people, and encompassing an area measuring 605km2, Seoul is one of the world's largest cities. It is the true center of Korea, encompassing every field, e.g., politics, economy, centers of the social affairs, culture, education and H.Q. for the press and other media.

On Jun 27, 1995, our country will elect local and regional government office chiefs and representatives within the local government system, recently revived after a lapse of 36 years. Accordingly, each political party is making aggressive and full-fledged preparations for these local election, while people are highly buoyant with expectations of opening an era of full-scale democratization and local government. I strongly believe that to have democracy take deep root in Korea would be the very perfection of democracy; and that power decentralization and localization are real shortcuts to globalization. Based on such faith, I have been selected to run for the Mayorship of Seoul, the capital of the Republic of Korea, in the forthcoming local government elections.

The Democratic Party to which I belong is Korea's traditional opposition party; which, during the era of military regimes, fought to protect democracy and realize national unification against dictatorship. At the present time, when the country is being run by a civilian government, our party is evaluated as the sole party equipped with powers capable of taking over full, national political power based on the trust of people.

In the past, I have held a variety of posts in succession, such as Professorship of Economics at Seoul University, the top-ranking state-run university in the Republic of Korea; Economic Deputy Prime-Ministership; and Governorship of the Central Bank. During my career as a Seoul University professor, I devoted myself to the carrying out of research and the holding of discussions to improve economic reality in our country; and, during my tenure as Economic Deputy Prime-Minister and Governor of the Central Bank, I concentrated on drafting bills on reform policies, such as the concepts of public lands and financial liberalization, to bring about harmony between stability and growth. I am determined to do my best to enable the cherished knowledge and experience learned during my 67 years on earth to contribute to the development of Seoul City and to the creation of world peace. Even though you dwell far distant from Korea, I would appreciate your sending me messages of support and encouragement.

I have a proposal to make. I would like to exchange correspondence with you through the internet on a continual basis. As far as I know, the Seoul City government and ward offices are not yet communicating with your city via the internet system. I believe, that, should you and I promote understanding between our two countries over the international network, and exchange good experiences and examples, it would greatly contribute to the development of both countries. In addition, if I am elected Mayor of Seoul, such activities will create a favorable precedent for the City of Seoul and your city to coutinue being involved in direct exchanges.

Toured South American countries, to discuss economic exchange promotion plans between Korea and South American countries

Dec., 1990: As presidential envoy, visited the U.S.A. to negotiate with government and private organizations to eliminate trade discords between Korea and the U.S.A.

Oct., 1992: Visited China at invitation of Governor of China People's Bank.

Discussed matters pertaining to exchanges and cooperation between the central banks of both countries.

1991-1993: As a member of Korea-U.S. Wisemen Council, carried out activities related to the promotion of understanding between the two countries.

Jun., 1994: Delivered a speech on { Causes and effects of globalization } at UN Economic Society Committee, at the direct invitation of UN Assembly Secretary General.
