Are you serious? You'd believe these published reports? What's to stop recipients from publishing a pack of lies? Don't count on the general population to hold their leaders accountable. They have no idea what their leaders are up to. And even if they did, in many countries, they wouldn't dare or they'd lose their lives.I certainly don't know how a donor country could possibly hold foreign leaders accountable for aid funds they've received. How would that work, on a practical level?
