Very interesting article.  I work for the U.S. government and audit
foreign assistance programs.  We may hold an electronic conference on the
changes with the U.S. foreign assistance program.  The conference would
not be held in real time but, we would ask experts (i.e. governmnent
officials, NGO/PVO officials, professors, etc.) to participate.  What is
