****************************************************************** GENDER AND ECONOMIC REFORMS IN AFRICA - A CALL FOR PROPOSALS
Economic reforms have drastically changed womenP2s lives in Africa. In response to these changes, womenP2s organizations in Africa have increased their advocacy efforts to influence economic reform policies. While such efforts have had some impact, the fact remains that significant gender imbalances in access to economic decision-making persist. Most African womenP2s groups, NGOs, and research institutions face a number of challenges which hinder their ability to influence economic policy.
Enhancing the ability of African organizations to improve womenP2s access to economic decision making will require sustained gender research on economic policies; the formulation of gender aware economic strategies; building strategic alliances among NGOs, researchers, and policy makers; and economic literacy training for African NGOs.
To meet these needs, the North-South Institute initiated a program on Gender and Economic Reforms in Africa (GERA). The program aims to support research, training, and advocacy that would transform economic policies and processes from a gender perspective.
We are seeking proposals from African women for research, training and advocacy projects that will influence economic policies from a gender perspective.
Projects will:
* be African-designed policy research, training, and/or and advocacy projects that meet country- and region-specific needs, with priority given to projects that link these three activities; * build capacity of African non-governmental organizations to lobby for viable economic policy options; * build upon the existing research base on gender and economic reforms and promote alternatives; * promote and strengthen linkages among African researchers, trainers, advocates and policy makers and/or South-South linkages; North-South linkages; mentoring relationships; local national linkages, and national-regional linkages.
GERAP2s Mission:
GERAP2s network of researchers, trainers, and advocates are committed to: * research, advocacy, and capacity-building to expand and disseminate knowledge on the relationship between economic reform processes and gender inequality and develop effective strategies leading to economic justice and social and political emancipation for African women; * a process of transforming power relations and institutions which reinforce gender, economic, and social inequality (class, race, ethnicity, age, political affiliation), with a special focus on economic reforms and policy-making processes at all levels.
PROJECT SELECTION CRITERIA
Project proposals selected for funding will: * reflect one or more of the priority areas of GERA (listed below); * be in the areas of research, training, or advocacy, with priority given to projects that link these three activities; * demonstrate the projectP2s ability to contribute to the development of strategic alliances between advocates, researchers, trainers, and practitioners; South-South linkages; North South linkages; mentoring relationships; local-national linkages, national-regional linkages; etc.; * demonstrate the projectP2s capacity to complement and build on existing work, especially that conducted within Africa; * indicate how the project could influence decision-making processes; and * demonstrate originality, innovation, and critical appraisal of existing economic reform models and processes.
ELIGIBILITY
Eligible applicants for the fund: * must be African women (non-African and male applicants can be part of project teams); * must be able to demonstrate experience in or commitment to work relevant to GERA.
Priority will be given to applicants: * attached to organizations; and * working in multi-disciplinary teams.
PROJECT SELECTION PROCESS
The projects will be selected through a two-stage process. First, all applicants are invited to submit a short, two- to three-page summary proposal of the project. These summaries will serve as the basis for an initial selection of proposals. The summary proposal should include: * a brief description of the project; * an explanation of how the project links with GERAP2s priorities areas (listed below); * the methodology to be used; * a budget; * anticipated outcomes; and, * applicantP2s demonstrated experience (include CVs of principal team members).
Applications are due on 15 May 1997 and will be accepted in English, French, or Portuguese.
In the second stage of the proposal selection process, those applicants whose proposals have been short-listed will be invited to submit full proposals by September 30, 1997 for evaluation by the project selection committee. Requirements and scoring system for full proposals will be made available to successful applicants at this time. US$150 will be given to each of the applicants or team of applicants of the short-listed abstracts to support direct proposal development costs. Approximately 15 projects will be selected to receive up to a maximum of $30,000.

GERA PROJECT PRIORITIES
GERA Advocacy and Capacity Building Priorities
* increase economic literacy among African NGOs to more effectively analyze, monitor, influence, and transform government and donor policies and institutions from a gender perspective; * provide training for post-graduate work in gender analysis; * disseminate research results (e.g. through seminars and press conferences) in order to educate and influence different publics; * provide gender training for policy-makers, researchers and advocates so that the concept of gender (as opposed to that of women), becomes better understood; * build capacity among NGOs to lobby donors and governments; * provide economic training for gender experts; * develop structures which support grassroots participation in macro-policymaking; * support community organizations in their own analyses and solutions to local problems in ways which do not increase their dependence on outside resources; and * provide legal, civic, and economic education for girls and women, especially with respect to their rights.
GERA RESEARCH PRIORITIES
* alternative economic frameworks and models that will support sustainable and equitable human development; * gendered economic models to promote gender equity from the design stage; * macro-meso-micro linkages of economic reform from a gender perspective; * gendered analysis of financial sector reforms, trade liberalization and regionalization, privatization, market and price deregulation, investment policy, exchange rate policy; * African debt and gender equity; * womenP2s coping and survival strategies and/or informal sector responses to reforms; * gendered national policy frameworks (as opposed to project-level gender policies); * the politics of economic policy making, (e.g. study and identify who benefits both within and outside the country from particular economic reform policies); * the impact of globalization on African womenP2s work, including labour laws; * improving World Bank lending processes from a gender perspective; * the correlation between gender equity and agricultural and/or land reform; * the impacts of privatization of the health and education system on gender equity; * the impact of economic reforms on AIDS (including sex trade); and * the impact of globalization and the changing role of the state on gender, class, and race relations.
