Let's state a basic core belief:

Participative democracy must fight against bureaucratic mindsets.

If passionately held, this belief could then lead one to posit that only two types of organizations exist-- resulting in creation of an either-or choice which is no choice.

Such an approach might help advance the cause of participative democracy, but I can't see how it helps understand organizational development.

Instead such an approach seems to reflect the very rigid, variety-reducing bureaucratic mindset which participative democracy must fight against..
