Energy Policy Advisor: USAID Economic Policy Support Project, Ulaanbaatar, Mongolia

Development Alternatives, Inc. (DAI) is a leading international development consulting firm. We are currently seeking candidates for the position of Energy Policy Advisor to the Government of Mongolia, under the auspices of the USAID-financed Economic Policy Support Project. The initial appointment will be for one year, with a possible extension. The advisor will work with the Ministry of Infrastructure Development on the formulation and initial implementation of a strategy for energy sector restructuring and development, focusing primarily on improving the overall sectoral policy environment, and on increasing the operating efficiency of key energy sector enterprises and preparing them for eventual privatization. Primary responsibilities will include:

-Development of an overall strategy for restructuring the power/heat/coal sectors, and initial implementation of this strategy through restructuring and commercialization of the Energy Authority and Coal Mines

-Assistance to the Energy Authority in revising its legal and regulatory statutes, including the creation of an independent regulatory function;

-Attracting private investment to the energy sector; and

-Coordinating and managing short-term technical assistance in related areas.

The advisor must have: strong track record of achieving results in high level advisory posts; previous experience in energy sector restructuring/regulation in a transitional economy; knowledge of electric power generation and distribution pricing models; familiarity with energy demand forecasting techniques; and strong communication and training skills. Expertise in energy sector privatization and investment mechanisms is desirable. An advanced degree in energy or natural resource economics is required; Ph.D. is preferred.

DAI would also welcome CVs from candidates with experience in energy sector policy issues in developing and transitional economies for potential short-term assignments on the project.
