I suspect the key feature of successful projects is that everybody
involved can see when theyre not succeeding before its too late. Thus its
not entirely a question of 'small' size, but time/ information/
responsibility/ rapport. Hopefully ICT will play a part in scaling up,
but that in itself will be a project...
