Hello,I have no specific comments to make on the document which I have just had a chance to review.
It seems reasonable and sensible, although I would have thought a bit more attention might be paid to issues which will link Ghana into the emerging opportunities and risks from globalization and Information and Communications Technologies (ICT)...but that is my own area of interest and I have only the vaguest idea of how these might impact in the Ghanian context.
There is a danger overall I think, in becoming too pre-occupied with responding to traditional limitations to the exclusion of attempting to grasp/realize the openings which technology and other evolving conditions might be making available. Working only in the present rather than grabbing for the future, means that Africa in general will fall increasingly behind in the mad ICT dash which is overtaking the rest of the world.
My strongest commendation though for placing this document on the web, making its availability known and inviting comments on it. I hope that this is the beginning of a broader trend of opening up the "policy" dialogue to the broader public both in CIDA and elsewhere in the Canadian Federal Government.
