just an opinion - it seems that $14M is peanuts given the magnitude of
the problem and its extent. if the UK alone can offer $16.7M, i'd hope
that the WB could dip into its pockets a little deeper. any initiatives
from other countries/institutions? what kind of conditions are attached
to the grants?
