The Governance and Local Democracy (GOLD) Project in the Philippines is exploring the feasibility of delivering donor-funded technical assistance to local governments using a voucher or credit system. Basically, local governments would access services from a pool of pre-qualified private and voluntary sector organizations using credits or vouchers provided through the project.Is anyone aware of such a scheme being applied within the context of international development assistance?
