A few years back, there were reports circulating about fraud in Mexican national elections, with computer operators told to just enter results for one party (?or presidential candidate?) at some point after it appeared the other was winning. Can anyone point me to a source - online or book/article - in which this is written up? It was certainly in the UK computing press, but I just can't track down the article.
Many thanks Richard Heeks
