         Advisor to the Federation of Bosnia-Herzegovina

Purpose:
The Advisor to the Federation of Bosnia-Herzegovina will focus on
strengthening the financial, management and administrative capac-
ities of the Ministry of Finance (MoF) and equally important,  to
strengthen inter-governmental systems and finance, in the context
of multi-ethnic reconciliation.

Roles and Responsibilities:

1. A long-term (18 months) Advisor shall be placed in the Minis- try of Finance to establish the basic institutional Amy finan- cial systems within the MoF related to:

a) revenue policy and administration b) budget formulation, analysis, execution and oversight c) treasury and cash management d) fiscal forecasting and planning e) securities issuance f) multi-lateral bank loan application and foreign debt man- agement g) inter-governmental fiscal systems and finance, including issues pertaining to tax and expenditure assignment

The Advisor shall collaborate closely with the US Treasury Advi- sor to the Federation to promote maximum cooperation and effec- tiveness of US Government (USG) efforts in Bosnia. The US Treas- ury advisor will be working with the MoF to provide high-level policy and management advise to senior officials of the Federa- tion, including the President, Vice President, and Foreign Min- ister, in addition to the MoF. Accordingly, the US Treasury Advisor will focus primarily on policy-related issues while the Advisor will focus primarily on administration-related issues, recognizing that it is often not possible to separate policy and administration and that the two advisors will need to collaborate closely in order to deliver effective and coherent USG assistance to the Federation.

The Advisor will work closely with the US Treasury Advisor to address issues in those areas where direct collaboration is necessary, such as in the institutional development of the Minis- try of Finance, design of a national Law on the Budget, resolu- tion of the customs collection and remittance issue, development of an alternative intergovernmental fiscal relations regime, and assistance to the MoF in preparing multi-lateral development bank applications. Additional responsibilities may include:

a) collaboration with the legal and policy assistance being provided to the Federation by the American Bar Associa- tion's Central and eastern European Law Initiative b) coordination closely with the long-term advisors working in the cantons and municipalities participating in this pro- gram on all matters pertaining to inter-governmental rela- tions and shall seek to work out a rational inter-govern- mental finance system that can serve as a model for other cantons in Bosnia-Herzegovina c) coordination with national and local reconstruction and rehabilitation programs funded by the UN, the European Community, and other international donors insofar as their impact on local, inter-governmental and Federal finance is concerned d) coordination with the assistance and funding provided by NGOs under the USAID Municipal Rehabilitation Program as these apply to governmental relations, systems and finance e) during the course of his/her work, shall focus maximum effort at seeking ways to promote multiethnic reconcilia- tion/cooperation through his/her direct efforts as well as through those of the Federation (including the appointed Ombudsmen) and of the Mediator and Arbitrator

Requirements for the Position of Advisor to the Federation of Bosnia-Herzegovina:

Preferred Orientation: Practitioner (would consider an academic with substantial practical experience in the US and/or overseas)

Preferred Education: MPA (would consider an MPP, MBA, or M Econ if person had substantial practical experience in Public Adminis- tration and Public Finance at the State and/or Federal Level)

Preferred Technical Experience: Public Finance and Administra- tion (National, State, and Inter-Governmental)

Preferred International Experience: CEE and/or NIS (Working with Ministries of Finance)
