POSITION ANNOUNCEMENTS AT THE INTERNATIONAL IRRIGATION
MANAGEMENT INSTITUTE (IIMI).

IIMI is an autonomous, non-profit international research institute supported by the Consultative Group on International Agricultural Research (CGIAR). IIMI's mission is to foster improvements in the management of water resource systems and irrigated agriculture. With its headquarters in Colombo, Sri Lanka, IIMI conducts a worldwide program to generate knowledge to improve water resource systems and irrigation management, strengthen national research capacity, and to support the introduction of improved technology, policy and management practices. While the central focus of IIMI's work lies in increasing the productivity of irrigated agriculture, it is realized that this task must be understood in the overall context of water basins and the analysis of water resource systems as a whole.

1. Global Program Leader for the Design and Management of Irrigation Systems ____________________________________________________________________

ORGANIZATIONAL UNIT: Global Programs

ORGANIZATIONAL RELATIONSHIP: Reports to: Director General Coordinates with: Other Global Program Leaders, Director, Finance & Administration

JOB SUMMARY: This program includes the technological aspects of water management, large systems and small systems, water application and drainage, and conjunctive use of surface and groundwater.

The Program Leader for Irrigation Systems has primary overall responsibility for conceptual development of the program and for research planning, implementation, supervision, and evaluation of research studies undertaken within the program. The Program Leader is to provide the link between on-going research in National Program Groups, and the research questions and hypotheses the research program aims to answer.

The Program Leader plays a key role in the conceptual development of the research program, for example by developing and disseminating analytical frameworks, reviewing and commenting on the conceptual foundations of projects, providing advice on research methodologies, commenting on draft reports and in some cases assisting with their preparation. The program Leader is also expected to engage actively in his or her own research and produce publications of international quality.

DUTIES AND RESPONSIBILITIES:

1. Provide guidance to researchers within the respective programs, and ensure that the research activities are integrated with IIMI s overall research strategy.

2. Have overall supervisory responsibility for the implementation of research studies within the program, and participate actively in their implementation;

3. Monitor the research studies, both to identify and facilitate the development of potential management innovations, and to enhance the quality of the studies;

4. Have a special responsibility to initiate, coordinate and participate in collaborative research studies with other international institutions, including other CGIAR centers, and ensure that such studies effectively complement and support generic research;

5. Be responsible for synthesizing the results of country specific research so that it contributes to furthering the knowledge base of the global programs.

6. Prepare and advise on and critically review concept and project proposals; and on request assist staff from other units in the preparation of concepts and proposals relevant to their program;

QUALIFICATIONS AND REQUIREMENTS:

Candidates must be/have:

> a Ph.D or its equivalent in Irrigation Engineering;

> Professionals with an international reputation gained through at least
10 years experience in the field;

> a demonstrated capacity for research leadership and management
as demonstrated by international publications;

> an ability to combine intellectual competence and creativity, excellent
communication skills, and a capacity for leading multidisciplinary and multicultural teams;

> an ability to speak and write English fluently;

> be an active team player both within and among program divisions.

2. Three Positions for IIMI's New Egypt Country Program ___________________________________________________________________

IIMI anticipates initiating a major national program in Egypt, subject to final agreement on funding. There will be three staff positions. One of the three will also be National Program Leader. In addition to leading the implementation of an Action Plan (developed under a previous project) for policy, institutional, and technical changes, the program will involve establishing a strong research program.

INSTITUTIONAL OR MANAGEMENT SPECIALIST

The institutional or management specialist will be responsible for guiding planned institutional change and management strengthening activities (including some training), at all levels of the Ministry of Public Works and Water Resources; and designing and implementing research on institutional issues.

This person should combine a strong research record with demonstrated experience in designing and guiding institutional change programs. Experience in developing countries, and in water resources (or other natural resources) management is essential. She or he could come from a variety of disciplines, including the management or social sciences. Experience in the Middle East and ability to speak Arabic would be useful advantages.

IRRIGATION ENGINEER

The primary responsibility of the irrigation engineer will be to provide the technical leadership and guidance for a planned participatory action research program to field test a package of institutional and technical changes intended to strengthen local level water management. She or he will be expected to spend a substantial period in the field, guiding the planning, implementation and evaluation of the innovations. She or he will provide substantial informal and formal training of both water managers and researchers. The irrigation engineer will also design and implement research on important water resource management issues.

The successful candidate will have a record of excellent research publications, but will also demonstrate a practical approach to solving water resource management problems. She or he should have good quantitative and computer skills. She or he will have demonstrated skills in working in a participatory mode with system managers and other researchers, as part of a multi-disciplinary team. Experience in the Middle East and ability to speak Arabic would be a useful advantage.

POLICY ANALYST

The policy analyst will be responsible for carrying out special studies and analyses required to implement a planned cost sharing and management strengthening program, and assist in designing and implementing irrigation performance and impact research. More broadly, this person will design and implement studies on major policy issues facing Egypt and the Nile Valley.

This person should have a strong research record, with excellent quantitative skills, and ability to use computer models and other advanced research tools. She or he should be experienced in working as part of a multi-disciplinary team. Research experience in developing countries and in water resources (or other natural resources) is essential. Experience in the Middle East and ability to speak Arabic would be a useful advantage.

NATIONAL PROGRAM LEADER

The national program leader will be responsible for the overall management of IIMI's program in Egypt, including maintaining relations and good communications with the Ministry and the donor, coordinating and leading the overall program, and representing IIMI nationally and regionally. She or he will also be responsible for further developing IIMI's overall program in Egypt and the Middle East region.

The team leader should have had experience in leading organizational and policy change programs, as well as have outstanding skills in research management. She or he will need excellent communication and interpersonal skills. Previous experience in the Middle East and ability to speak Arabic would be a definite advantage.

This person will be one of the three specialists and will fulfill the leadership role in addition to her or his specialist role. _______________________________________________________________
