Presentation
The CARI conference is the expression of a deliberate policy of scientific cooperation within the African countries. Since 1986 there exists an agreement between the University of Yaounde, INRIA and the United Nations University aimed at promoting research and advanced training in computer science. The extension of this agreement has led to the organizations of these first two conferences, CARI'92, in Yaounde and CARI'94, in Ouagadougou, which are the first concrete results of this cooperation.
The first edition, thanks in particular to the financial support of the French Ministry for Cooperation and Development, gathered 180 representatives from 25 countries including 15 states of Africa. For the second edition the financial support of Orstom was welcomed and the conference brought together 250 attendes from 30 different countries including 18 states of Africa.
The basis of a network of African academic laboratories and research institutes in computer science has been set up during the first edition of this conference. A cooperation policy was agreed upon during the second conference thanks to the initialization of three research projects in the fields of computer vision, parallel computing and software engineering. Beyond a conference, CARI is a dynamic framework of cooperation aiming at breaking the isolation of the African researcher.
The scientific committee, established in Yaounde in 1992 and extended to new members in Ouagadougou, is composed of two bodies ; the first one gathers African researchers and the second one gathers representatives of the partner-organizations (UNU, INRIA, Orstom). It is mandated to:
* facilitate the emergence of cooperative projects between African universities and research centers which should lead to the setting up of centers of high level of education; * initiate and coordinate the organization of scientific manifestations on specific themes; organize the African Conference on Research in Africa (CARI) every other year. * review the existing infrastructure and help to define the needs for research and training in the field of computer science; * contribute to the dissemination of information between African universities. CARI'96 framework
CARI'96 will be a unique occasion to discover not only the computer technology in Gabon but also the African Institute for Computer Science (IAI). Created in 1971 by the will of eleven states wishing to be granted with a school in computer science, the Institute has trained over 1000 programmers. In 1987 a higher level of education was added which led to the graduation of over 100 engineers. The reputation of the school is well established within the member-states and a high number of computer engineers are trained there. Nowadays, the former students are posted in all the computer science organisations of these states.
IAI will play a leading role in the preparation and the organisation of the conference CARI'96 thanks to the implication of its researchers.
Although the topics of the conference cover the whole range of computer science and technology, the scientific committee would like to encourage particularly the papers contributing to technological development, to better awareness of the environment and to the management of natural resources.
Invited papers will be presented by world-known scientists. Software demonstrations and panels on selected topics will be organized during the conference. Finally, two days of tutorials will precede the conference.
Topics
Software engineering, parallel computing, scientific computation, architecture, databases and multimedia, networks, operating systems, computer vision, programming language, articificial intelligence, decision making interactive systems; complex systems modelling; helping tools for research and teaching.
Instructions to authors
Authors are invited to submit contributions in French (with an abstract in english) or in English (with an abstract in french), on their most recent research results. Researchers from Africa are especially encouraged to submit a paper.
