Salt packaging

Folks,

I am currently involved with a national salt idozating project in Eritera. As a nation Eritera produces the majority of salt for Ethopia and potentally surrounding nations. At the moment salt is packaged at the plants in 100kg jute sacks. But in order to meet consumer demand and assure the quality of the idozied salt for the plant to the consumer, packaging is important. A major problem that has come up is that of packaging the salt in 1 kg and smaller packages at the two large salt factories. In the past individual consumer packaging of salt has been done in small plastic bags. Seeing the damage done by the over use of plastic in other nations in Africa and the middle east, the government has rightful forbid using plastic packaging for fear of the damage to the environment and would like to fine an alternative.

Does any one know of low cost environmental safe packaging that might be used in Eritera on a rather large scale?
