That's been a very interesting (if painful) experience.

We are a non-profit research organization offering among other things : training, consultancy, maintanence, and Internet access. We are probably today the largest ISP in Sub-Sahara Africa.

Your narration doesn't sound unusual to us. Among the countries of current interest to us, one is soon to introduce VSAT's. Indeed, we have also been talking with another VSAT firm (than Hughes). We however would be interested in contacting Hughes (if you have a contact to share) - as well as talking to you - and any others directly interested in this area.
