JOB ANNOUNCEMENT

The Regional Environmental Center for Central and Eastern Europe (REC), headquartered in Szentendre, Hungary (45 minutes north of Budapest) seeks qualified candidates for the full-time position of Project Officer to work as a member of the organization's Public Participation Program team.

Duties and Responsibilities The Project Officer will have primary responsibility for coordinating the Public Participation Program/Training Project, including developing original public participation training modules and trainer-of-trainers programs. The Project Officer will be responsible for expanding these training activities into Hungary and potentially 2-3 additional countries in the region during 1997.

Since the Public Participation Program is a small team of three individuals, the Project Officer will also be actively involved with other team members to implement a variety of public participation projects, including:

- assisting and advising the Public Participation Program Manager on program planning and budgeting, background research and writing for the Program's various policy research activities;

- communicating with, coordinating and monitoring the work of local country experts, authors and case writers;

- working with other REC program teams to integrate public participation principles and approaches into their work.

Qualification Requirements Preference will be given to citizens of Central and Eastern European countries with the following qualifications:

- university degree (bachelor's degree or equivalent) in relevant field of environmental science or law, international affairs or development. Master's degree preferred;

- minimum of three to five years' experience in public advocacy or public participation-related issues in the environmental or other nonprofit sector-related fields and familiarity with the key environmental problems in the CEE region;

- fluency in English (reading, writing and speaking) necessary in addition to fluency or proficiency in a central and eastern european language highly desirable;

- demonstrated project management skills, must have the ability and willingness to manage multiple priorities, projects and tasks professionally and punctually;

- strong facilitation skills necessary; training experience and knowledge of adult training methodologies preferred;

- excellent written and verbal communications skills necessary; policy research and analysis experience highly desirable;

- ability to work effectively and communicate well within an international, multi-cultural environment and with a wide variety of audiences and program partners from countries throughout the CEE region;

- creativity, flexibility and initiative required;

- interest and willingness to travel in the region (approximately 30 percent of time) a necessity.

About the REC's Public Participation Program The REC's Public Participation Program was formed in 1991 to help facilitate and ensure the integration of strong and effective public participation practices in environmental decisionmaking processes in CEE. In close cooperation with an international Public Participation Working Group consisting of experts from around the region, the Program has published manuals and policy research on key public participation issues in the region, sponsored trainings and workshops, awarded grants to NGO public participation advisory services, and offered expert assistance and advise to CEE NGOs, governments and businesses. The Program has thus gained a reputation throughout the region and abroad for its comprehensive and unique approach to supporting effective and lasting public participation practices in CEE.
