Subject:      research on Japanese ODA

I am researching the role of Telecommunications in Japan's various ODA
policies and projects.

I am looking at the effect of "tied aid" and the various other conditions that are imposed on the implementation of infrastructure projects that Japan has supported and/or implemented over the past ten years, specifically focusing on communications technology and communications issues. That is, I want to know what has been done, and what still needs to be added to the policy and process.

If any of you know of ANY resources I should look at (various media) and/or have personal experience you would like to share, please reply to me personally.

I do not encourage that you respond to the list as a whole, because I know some people have to pay for their e-mails and not everyone is interested in this.

Others who are interested can e-mail me privately and I will be happy to share any responses I get with them, as well as my own work.
