I am researching the role of Telecommunications in Japan's various ODA policies and projects.I am looking at the effect of "tied aid" and the various other conditions that are imposed on the implementation of infrastructure projects that Japan has supported and/or implemented over the past ten years, specifically focusing on communications technology and communications issues. That is, I want to know what has been done, and what still needs to be added to the policy and process.
If any of you know of ANY resources I should look at (various media) and/or have personal experience you would like to share, please reply to me personally.
I do not encourage that you respond to the list as a whole, because I know some people have to pay for their e-mails and not everyone is interested in this.
Others who are interested can e-mail me privately and I will be happy to share any responses I get with them, as well as my own work.
