Alan is correct.  I took my summary of Jubilee 2000 views from papers that
the two founders of the movement delivered at the 1996 International Studies
Association meeting in San Diego.  Alan points out that the J2000 campaign
did not write those papers and they are not identical to the campaign's current
views.  He and I will try to sort this out and will report back.  For the J2000
