I do not have the answer, but perhaps I can provide some additional resources for your search. I have also been looking for this new direction. You would hope that there is a place for computer professionals in training or development of technologies in (for lack of a better word) 'emerging' nations.

You may already be familiar with the Internet Society (www.isoc.org) and their journal "On the Internet". Periodically the include a section called "bookmarks.emerging" which review technological development (particularly telecommunications and network infrastructures) in international development. You can find some of the author's links at:

The one link I find myself frequenting is the Sustainable Development Network Programme (a division of the United Nations Development Programme: http://www.sdnp.undp.org/). Personally, I would welcome the opportunity to transfer the knowledge I have gained in computing, networking and programming to any nation/programme in need of such skills.
