ANNOUNCEMENT

MEXICO-NORTH RESEARCH NETWORK
TRANSNATIONALISM FELLOWSHIP PROGRAM
The Mexico-North Research Network announces its 2004 fellowship program
to support innovative research on U.S.-Mexican Transnationalism and on
U.S.-Mexican Transnational Communities and to foster collaboration
between U.S. and Mexican scholars on topics related to these themes.
Research projects on any aspects of U.S.-Mexican Transnationalism or
U.S.-Mexican Transnational Communities will be considered, but the
projects must focus on topics that have not been thoroughly explored and
must contribute significantly to the advancement of scholarship on these
subjects.
Six fellowships will be awarded to graduate students and Ph.D. scholars
to conduct eight weeks of research in Mexico between June 1 and August
30, 2004. The program is funded by the Bureau of Educational and
Cultural Affairs of the United States Department of State and the
Rockefeller Foundation and is open to U.S. citizens only.
Fellowship stipends are $4,000 for the two-month fellowship period. Each
fellow will also receive an allowance of $500 for research-related
expenses, including travel within Mexico. Travel expenses between the
United States and Mexico will be covered separately.

Prior to applying for a fellowship, each applicant should establish
contact with one or more faculty members, researchers, or other
representatives of the institution they would like to designate as his
or her host institution to ensure that they will be willing to serve in
this capacity during the fellowship period. The selected host
institutions will integrate the fellows into their research activities
and provide them with workspace, access to their library and computer
facilities, and other logistical support.

APPLICATION PROCEDURE
Applicants should submit, no later than January 16, 2004, an application
packet consisting of the following items:
1. Personal Data Form (attached).
2. Title and 100-word summary of the proposed research project.
3. Project statement, not to exceed 1500 words, in English or Spanish.
The statement should provide an overview of the proposed research,
including its thematic focus, methodology, and anticipated results. It
should also indicate why the research is innovative and how it will
advance Transnationalism and Transnational Communities scholarship and
further the applicant’s intellectual or career goals.
4. Timeline for completing the proposed research.
5. Name of the Mexico-North member institution in Mexico that the
applicant would like to serve as his or her host institution, with a
brief justification for this choice.
6. Curriculum vitae.
7. Names of two references, with their regular mail and e-mail addresses
and telephone numbers.
8. Letter from the host organization which the applicant has established
contact, stating interest and availability to host the fellow. The
letter should include Name, telephone number, and e-mail address of the
representative(s) of the proposed host institution.
9. Proof of U.S. citizenship (photocopy of passport or voter
registration card).
10. Official graduate school transcript(s) (graduate students only).
The application materials should be printed double-spaced in 12-point
font on 8.5 x 11 inch paper with 1-inch margins on all sides.
Mexico-North must receive one original and one copy of the application
packet, as well as a CD or diskette containing items 1-8 in Microsoft
Word, by January 16, 2004. If sent by regular mail, please anticipate
one week for delivery. Application packets received after the deadline
or incomplete packets cannot be considered, and faxed or electronically
submitted applications will not be accepted.

REVIEW PROCESS
Applications will be evaluated according the following criteria:
Originality of the proposed research
Quality of conceptualization and presentation
Significance of the proposed research for Transnationalism and
Transnational Communities studies.
Applicants’ ability to complete the proposed research, as
indicated by academic record and other accomplishments.
A panel of specialists in U.S-Mexican relations, drawn from the
membership of Mexico-North’s Transnationalism Initiative Advisory Board,
will review the applications and select the recipients of the
fellowships, in consultation with other members of this advisory board
and representatives of the designated host institutions
.
Fellowship awards will be announced no later than March 15, 2004.
The Mexico-North Research Network is committed to equal opportunity in
all of its programs and will award these fellowships without regard to
ethnicity, creed, sex, age, or marital status.
By submitting an application, the applicant does not incur any
obligation to accept the appointment if selected.
CONDITIONS OF APPOINTMENT
1. Recipients of Mexico-North Transnationalism Fellowships must
participate in the fellowship program during the eight weeks of the
fellowship period.
2. Fellows must submit a progress report on their projects by July 16,
2004, and a final report, including an evaluation of the fellowship
program, by September 30, 2004.
3. Fellows must present the results of their research projects at a
workshop on transnationalism to be held during the Fall of 2004 in
Washington DC (date and site to be determined).
4. Fellows are responsible for securing the required permits to conduct
research in Mexico. Mexico-North must receive a copy of these permits
before awarding any fellowship funds.
5. Mexico-North is unable to provide health or other insurance to its
fellows. Fellows must supply Mexico-North with proof of health insurance
prior to beginning their research in Mexico.
6. Mexico-North cannot provide funds for the travel or living expenses
of dependents.
7. All funds provided through Mexico-North’s Transnationalism Fellowship
Program, including stipends and research and travel allowances, are
subject to tax. Mexico-North does not advise fellows on tax questions
concerning these funds.
8. Mexico-North Transnationalism Fellows may not simultaneously hold
other major, federally funded fellowships. Fellows who receive
additional federal awards must contact Mexico-North immediately to
discuss possible stipend adjustments.
9. If for any reason fellows are unable to complete their fellowship,
they must return unused funds to Mexico-North no later than August 31,
2004. The amount of funds to be returned will be determined according to
the percentage of the fellowship period completed and the total
research-related expenses incurred by the date of termination. Fellows
should maintain receipts or comparable documentation of all
research-related expenses to submit to Mexico-North upon request.

MÉXICO-NORTE, RED DE INVESTIGACIÓN Y EDUCACIÓN
PROGRAMA DE BECAS SOBRE TRANSNACIONALISMO 2004
México-Norte, Red de Investigación y Educación, A.C., da a conocer su
tercer Programa de Becas sobre Transnacionalismo y Comunidades
Transnacionales. Este programa brinda apoyo a proyectos de investigación
que propongan perspectivas y temas innovadores que contribuyan al
entendimiento del “Transnacionalismo” y de las “Comunidades
Transnacionales” de México y los Estados Unidos, y a la teoría del
“transnacionalismo” en general. Con esto se pretende estrechar la
colaboración entre académicos e investigadores de ambos países.
Seis becas serán otorgadas a investigadores que, habiendo obtenido su
título profesional de licenciatura, se encuentren cubriendo estudios de
posgrado ya sea a nivel maestría o doctorado así como a académicos
doctorados, para llevar a cabo sus respectivas investigaciones en los
Estados Unidos, las cuales cubren el periodo de dos meses a partir del 1
junio, hasta el 30 de agosto del 2004. Este programa está subvencionado
por la Secretaria de Relaciones Exteriores a través de la Dirección
General para América del Norte y la Fundación Rockefeller. Los
candidatos deberán ser ciudadanos mexicanos.
Las becas ascienden a $ 4,000 dólares por becario que cubren los dos
meses de estancia de la beca. Cada becario recibirá además la cantidad
de $500 dólares para gastos relativos a la investigación, incluyendo
transportación dentro de los Estados Unidos. El traslado entre México y
los Estados Unidos será cubierto por separado.
Los becarios deberán realizar sus proyectos de investigación en las
instituciones afiliadas a La Red México-Norte en los Estados Unidos.

Se espera de los becarios que previo a solicitar la beca, establezcan
contacto con uno o más investigadores pertenecientes a las
instituciones anfitrionas y que estén dispuestos a servir como enlace
entre el becario y la institución seleccionada. Las instituciones
anfitrionas integrarán a los becarios dentro de sus actividades de
investigación y les proporcionarán espacios de trabajo, acceso a sus
bibliotecas y centros de cómputo, así como apoyo logístico.

PRESENTACIÓN DE SOLICITUDES
Los aspirantes deberán presentar, antes del 16 de enero del 2004, el
paquete de solicitud que consiste en lo siguiente:
1. Cédula de Información Personal (adjunta)
2. Título del proyecto y síntesis (no más de 100 palabras)
explicando la propuesta de investigación, en español o en inglés.
3. Descripción del proyecto (no más de 1500 palabras) en español o
en inglés. La descripción debe integrar una visión general del proyecto
de investigación, incluyendo el enfoque temático, la metodología y los
resultados previstos. Debe asimismo sustentar su carácter innovador y la
manera en que considera habrá de enriquecer las actuales líneas de
investigación en torno al tema de Transnacionalismo o de Comunidades
Transnacionales, así como el impacto que dicho proyecto tendrá en las
metas profesionales o desarrollo intelectual del aspirante.
4. Ruta crítica de la investigación, que indique la calendarización
de las actividades.
5. Nombre de la institución perteneciente a la Red México-Norte en
los Estados Unidos donde al investigador le gustaría realizar su
investigación, además de una breve justificación de la selección de esta
institución.
6. Nombres de dos referencias con sus datos actualizados,
incluyendo número de teléfono y dirección de correo electrónico.
7. Curriculum vitae.
8. Carta del contacto en la institución anfitriona donde se
indique la disposición de servir como enlace en la institución
seleccionada. Se deberá proporcionar el nombre del contacto con sus
datos actualizados, incluyendo su departamento o programa, número
telefónico y dirección de correo electrónico.
9. Comprobante de estudios.
10. Documento que compruebe su nacionalidad mexicana (fotocopia de
pasaporte o credencial de elector).
La solicitud debe presentarse impresa a doble espacio y con letra de 12
puntos en papel tamaño carta con los cuatro márgenes de una pulgada.
México-Norte debe recibir un original y copia de la solicitud incluyendo
un diskette que contenga la información solicitada en los incisos 1-8 en
Microsoft Word el 16 de enero de 2004 como fecha límite. Si son enviadas
por correo regular se debe anticipar dos semanas para su entrega. No
serán consideradas las solicitudes que lleguen después de la fecha
límite, ni solicitudes enviadas por facsímile o por correo electrónico.

PROCESO DE SELECCIÓN
Las solicitudes serán evaluadas basándose en la originalidad, la calidad
de presentación del concepto y relevancia a los temas de
Transnacionalismo y Comunidades Transnacionales, así como la capacidad
para realizar la investigación de acuerdo al record académico y otros
logros del aspirante.
La selección estará a cargo de un panel integrado por especialistas en
las relaciones México-Estados Unidos, pertenecientes al Grupo de
Asesores al Programa de Transnacionalismo de La Red México-Norte. Los
representantes de las instituciones anfitrionas revisarán las propuestas
relevantes a su institución, considerando la viabilidad de los proyectos
y la disposición de recibir a los becarios dentro de su institución.
La decisión final será anunciada a más tardar el 15 de marzo de 2004.
CONDICIONES
1. Los becarios deberán comprometerse a cubrir la totalidad del
periodo comprendido por la beca.
2. Los becarios deberán entregar, para el 16 de julio de 2004, un
reporte indicando el avance de su investigación y, para el 30 de
septiembre de 2004, un reporte final que incluya una evaluación del
programa de becas.
3. Los becarios deberán presentar los resultados de los proyectos
de investigación en un Simposio sobre Transnacionalismo que tendrá lugar
en el durante el otoño del 2004 en la Ciudad de Washington DC (el lugar
y fecha del simposio se dará a conocer oportunamente).
4. Corresponde a los becarios la obtención de los permisos
necesarios para poder realizar su proyecto de investigación en los
Estados Unidos. México-Norte proveerá la documentación necesaria para
que los becarios soliciten estos permisos. México-Norte deberá contar
con una copia de estos documentos oficiales antes de otorgar los fondos.
5. Es requisito de los becarios contar con seguro médico, una copia
del mismo debe ser entregada a México-Norte antes del inicio de las
becas. México-Norte no proveerá este seguro.
6. México-Norte no proveerá fondos para el viaje o manutención de
los dependientes de los becarios.
7. Los becarios deberán declarar y pagar los impuestos
correspondientes a las becas. México-Norte no está en posibilidad de
brindar información sobre impuestos.
8. Si por alguna razón los becarios no concluyen el periodo que
abarca la beca, los fondos deberán ser reintegrados a la Red
México-Norte a más tardar el 31 de agosto del 2004. El monto de los
recursos que deben ser reintegrados, se determinará conforme al
porcentaje del periodo concluido y el total de los gastos utilizados por
el becario con relación a la investigación, hasta la fecha de
terminación. Los becarios deben conservar los recibos de todos los
gastos relativos a la investigación, debidamente documentados para ser
presentados a La Red México-Norte al ser requeridos.
