***************************************************************** We have been requested by an organization in Russia to assist them with recruiting individuals for 12 month assignments, sub- ject to extension. Below are brief summaries of the positions and the qualifications sought. I cannot disclose the organization we are working with at this time, but can assure you it is a very reputable group in a position to play a significant role in the Russian reform process.Interested individuals can fax or email me a letter and resume by October 26, emphasizing their consulting and technical assistance experience as well as how they meet the qualifications sought. All experts must have the following PERSONAL QUALITIES * Demonstrated ability to act as a consultant and/or advisor to senior management in conditions of changes and transformations. * Excellent communication skills. Fluency in English; knowledge of the Russian language would be a distinct advantage. * Ability to get along with people with different backgrounds, diplomacy and tact combined with persistence and persuasive- ness.
----------------------------------------------------------------- Program Implementation Advisor: Management Development (and Small Business) ----------------------------------------------------------------- Management Development is a key functional area. The advisor is expected to guide the implementation of already defined projects as well as identify new projects and participate in the process- ing and evaluation of proposals from the potential users submit- ted for financing. The Advisor will have to advise on priorities in Management Development field, not only functional (e.g. pro- duction, human resources) but on overall philosophy, long term strategy and transformation of previous mental constructs.
QUALIFICATIONS
Consultants to be selected to provide technical assistance are expected to fulfill the following qualification requirements:
* Advanced Degree (MBA or PhD.) in Management, Business Adminis- tration, Human Resource Development or Economics. * At least 10 years of practical management experience in private sector as a manager or consultant. * Experience as a manager of Human Resource Development in a commercial organization, especially in turbulent and fast changing sectors of the economy. * Very good theoretical knowledge of all aspects of management as well as of management development; experience as a lecturer on management subjects. * Work experience in Russia, Eastern/Central European or middle- income countries, and understanding of broad economic aspects of both command and free-market systems and their implications for management of organizations. * Relevant experience in implementation of projects funded by World Bank loans, or other donor agencies.

* Advanced Degree (MBA or PhD) in Banking, Finance, Business Administration, or Economics. * At least 10 years of practical banking experience in private sector as a manager or consultant. * Experience as a banking manager or consultant in a bank espe- cially in a turbulent and fast changing sector of the economy or a university lecturer specializing in the subject of banking of economies in transition. * Very good theoretical knowledge of all aspects of Banking as well as Training, Experience as a lecturer on the subjects. * Work experience in Russia, Eastern/Central European or middle- income countries, and understanding of broad economic aspects of both command and free-market systems and their implications for banking. * Relevant experience in implementation of projects funded by World Bank loans, or other donor agencies.
