EU AIMS FOR DECEMBER MEETING TO RAISE BOSNIA FUNDS.
BRUSSELS, Oct 17 - The European Commission hopes to host a
meeting in early December aimed at raising up to $6 billion in
pledges to finance reconstruction in Bosnia and Croatia in the
event of peace, a spokesman said on Tuesday.
It will be competing directly for promises of donor funds with
NATO, which is searching for $6 billion to pay for a
60,000-strong force it is pulling together to enforce an
eventual peace.
"If the political circumstances allow, in other words a peace
agreement being signed in mid-November, then we hope to hold a
donor conference in early December in Brussels," the EU
spokesman said.
"Initial estimates indicate that we will need at least $4-$6
billion over the next three to four years," he added.
With the U.S.-brokered ceasefire in Bosnia shakily in place
after more than three years of war, and full peace talks due
to start on October 31, the European Union is anxious to
polish an image tarnished over former Yugoslavia by leading
reconstruction efforts.
The Commission's outline plan, already discussed once by EU
foreign ministers and due to be seen by them again on October
30, has three categories -- unconditional humanitarian aid,
conditional rehabilitation and reconstruction.
The spokesman said the EU had already given 1.1 billion
European currency units ($1.4 billion) in humanitarian aid
with a further 500,000 Ecus ($645,000) from member states.
He said that represented 70 percent of all humanitarian aid so
far to the region, and about the same amount again would be
needed once the war ended. The European Union hopes to fill
about one third of the $6 billion it estimates will be needed
for the overall reconstruction package. Some will come in the
form of humanitarian aid, some from other segments of the
bloc's central budget, some will be in the form of loans, some
will be from institutions like the European Bank for
Reconstruction and Development and the European Investment
Bank, and some will come directly from member states.
The remaining two thirds will have to be found from countries
such as the United States, Islamic nations and Japan and from
other international financial bodies. But in this the EU is
likely to run into trouble.
NATO already calculates that its one-year peace mission to
Bosnia will also cost about $6 billion, with many troop
contributing countries having to foot the bill themselves.
The EU and NATO will at almost exactly the same time be going
out asking almost the same countries to cough up a total of
$12 billion for former Yugoslavia at a time when all national
budgets are being reduced. The United States alone, in the
middle of scything its aid budgets, calculates its peace force
contribution at $2 billion.
It is likely to find it hard to sell to Congress the idea of
approving yet more funds for a country many of them think they
should have nothing to do with in the first place.
The Commission spokesman accepted that this could be a
problem. "It will be very hard. It is all very well having
fine words and feelings but now we have to come down to
reality. That is why we want the donor conference soon," he
said.

The Phare Programme is the initiative of the European Union
which is working both to support Poland's transformation to a

1990 Phare has committed more than ECU 1,000 million,
launching more than 60 programmes. Between 1995-1999, Poland

COMMISSION SUPPORTS 53 PROJECTS IN EASTERN EUROPE AND CIS.
In the context of the Phare programme (Central and Eastern
European countries) and Tacis (technical assistance to
countries of former USSR and Mongolia), the European
Commission decided on Wednesday to give aid this year to 53
projects for the promotion and reinforcement of democracy in
receiver countries. In concrete terms: 23 Phare projects, 21
Tacis projects and 9 interregional projects will receive
financial aid amounting to a total
of 7.243 million Ecus of which 3.855 will come under the Phare
budget and 3.388 from the Tacis budget. Receiver countries
are: Albania, Bulgaria, Slovakia, Czech Republic, Estonia,
Hungary, Latvia, Lithuania, Poland, Romania and Slovenia
(Phare countries) and Armenia, Azerbaijan, Belarus, Georgia,
Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan,
Turkmenistan,
Ukraine and Uzbekistan (for the Tacis programme).
Projects selected by the Commission include in particular: i)
production by the Helsinki Foundation of Human Rights of six
films and audiovisual teaching aids on the court system,
administrative courts, the Ombudsman and Constitutional
courts, NGOs and a free press, the European Convention on
Human Rights and the UN system; ii) the development by the
Dutch
organisation Vredeseducatie (in partnership with two Russian
organisations) of educational games on prejudices and the
scapegoat phenomenon for use in schools in five regions in
Russia; iii) professional training for journalists from
Central and East European countries on defence and security
issues, to be lead by the Italian Centre Studi di Politico
Internationale;
iv) the development of systems of police accountability in
Hungary by the UK Centre for Police Management and Research of
the Staffordshire University Business School in partnership
with the Hungarian Institute of Law Enforcement, Management,
Training and Research; v) the training of journalists from
different ethnic groups in Armenia, Azerbaijan and Georgia;
vi) the promotion of twinning projects between women in
Eastern and Western NGOs focusing on the Ukraine, Belarus and
Russia. EUROPE recalls that the Phare and Tacis programmes for
democracy were implemented at the initiative of the European
Parliament. They aim at developing greater awareness of
democratic principles, the rules of the State of law and
respect of human
rights among the populations of receiver countries.
The projects support the activities and the efforts of
non-governmental organizations which work towards a stable and
open society; in particular, they tackle the difficult and
unpopular aspects of on-going political reforms, which are all
the more necessary as the bodies responsible on the ground are
very often ill-informed themselves. The fields of activity are
the following, in the main: the practices and organization of
parliaments, transparency and administration of state
management, the development of NGOs and representative
structures, independence, pluralism and media responsibility,
civilian awareness and instruction, promoting and controlling
the respect of human rights, the monitoring of security
structures, the respect of minorities, equal opportunities and
non-discrimination. Notwithstanding, only companies

My search for an IT position in France or the Caribbean
continues. Thanks to everyone who has responsed to my last
email, I have taken your comments on board and will get back
to you all.
Just a brief note to tell you of the best medium that I have
found so far (present forum excepted, of course).
JobServe is an online service (based in the US, maybe) which
carries the positions available and the contact details for a
large range of (mostly UK based) agencies.
The best thing about the JobServe setup, from our point of
view, is the ability to receive daily email of new positions
which become available from the agencies on their books.
Better still, rather than being flooded with contract job
opportunities in The Shetlands (or any equivalent obscure
location in your own country if you are a reader who doesn't
know where that is), JobServe can be "filtered" by location of

I have been using the (free!) service now for about a month
and a half and although I haven't found many jobs advertised
for France, I am compiling a lot of agency contacts who
specialise in European placements; getting ready for that big
CV mail merge blitz!
Just one (small) criticism of the filtering. In order to find
positions in France you have to use the EUROPE filter. This
obviously gets you email for jobs in Germany, Spain etc. etc.
The find positions in the West Indies you have to filter for
WORLDWIDE which gets email for everywhere (including Europe)
and, if you're very lucky, the West Indies as well.

WORLD LEARNING AU PAIR / HOMESTAY ABROAD offers au pair

Kingdom. Language proficiency is required for Argentina,

We have a unique mission: to bring you a concise and
critical roundup of the best the Anglophone community has to
offer. There are dozens of groups, activities and
businesses. Lots of interesting people. We help you make
sense of it all with selected events, profiles and tips. But
because you're busy, we keep it short and simple.
Who are we? Stephanie Kidder and Rose Burke, Americans who
met at Alliance Francaise over a year ago. Stephanie works
for an Internet provider in France as a web administrator
who is also responsible for online services. Rose is a
freelance journalist and volunteer with the WICE cultural
and education association.
About the newsletter: you can expect to receive an issue
about once every two weeks. We also have plans for the
occasional Extra!. We hope to provide something for
everyone, from charity events to business openings, from art
to sports. If you are sponsoring or know of an anglophone
