there are bunches of books and at least two listservs dedicated to LETS systems. There are numerous associations in England and globally and even a variety of computer programs for managing these system. The philsophy, the prxis and the prgamatics are being evolved on a daily basis, globally

A quicke search of the internet should give you more information than you can assimilate.

And, there are a number of recognized experts in the area who are more than willing to help you launch your system. The anwers to your questions are not straight forward nor is there a single manner.A lot depends on the underlying philsophy and what you might wish to accomplish.

The coupling of the local currency systems is also a philsophical issue- if lyou want it to be fungible, then you have a parallel system instead of an autonomous system- Brazil's experience wilth black markets and forex should caution you on the issues surrounding convertability

It would be most interesting to see what you have published in the papers if you could supply it in English of Spanish- Portugese is not my strong suit

A word of calution- you can get in over your head here very quickly and maybe be, like Dr. Frankenstein create something "interesting"- caution and forknowledge is good in this arena
