The government of Canada through the Federal Department of Industry is promoting access to the Internet for residents of rural and remote area through the provision of grants to support "community access". The Community Access Program (CAP) has to date funded some 380 community access sites and will provide funding for some 1500 sites in all parts of Canada by 1998.

C\CEN, following Industry Canada, recognizes that "community (Internet) access" is a means to an end.. The end being community revitalization and local economic development and is sponsoring the conference "Access '96"to promote that objective. "Access '96" will be organized around the following five "tracks": 1. Technical requirements for successful Community Access 2. Education, Training and Community Access 3. Community Health and Community Access 4. Business and the Internet 5. Strategies for Community Access
"Access '96" will be accompanied by a trade show including participation from suppliers concerned with the community networking marketplace.
