JOB ANNOUNCEMENT Adolescent Support Program Manager Kolahun, Liberia

Responsibilities: To implement a project that will offer immediate recreational activities to Sierra Leonean refugees youths in Kolahun, while laying the ground work for a formal refugee education program to be launched in 1999. This will include the construction of 15 buildings made from local materials to be used as school buildings, development of a curriculum for the training of local teachers; identification, recruitment and training of local teachers; identification of groups of adolescents who cannot attend regular school sessions, and procurement school furniture and supplies. Implement a support program to meet the psycho-social needs and rights of children and adolescents. Promote routine and stability through the organization of recreational and educational activities; promote skill building activities through non formal education programs; supervise 20 staff members; provide operational support for all programmatic activities; develop and implement office systems and structures; hire, train, and supervise the work of the field office administrative and program staff; manage financial aspects of the program; ensure community involvement; establish correspondence with other authorities and international NGOs.

Requirements: Degree in international development or related field; education background; experience working with adolescents; experience with program implementation, management, and supervision of staff; experience in logistics and construction; 3 years overseas experience, minimum of 1 year in rural Africa preferred; able to work and live in a difficult environment.

Length: 3 months, with possibility of extension

JOB ANNOUNCEMENT EDUCATION PROGRAM MANAGER LOFA, BONG AND NIMBA COUNTIES, LIBERIA

The IRC Liberia program began in early 1997 and now focuses on delivery of primary health care in Nimba county and school administration to be implemented in Nimba, Bong and Lofa counties.

Responsibilities: provides the overall operational support to all programmatic activities implemented from his/her field office; Direct, supervise and coordinate the efforts of the operational and support staff; allocate field office's available resources to the various projects including vehicles, office equipment; coordinate with and report personnel and programmatic issues to Country Director, finance coordinator, and sector coordinator; coordinate program expenditure and grant reporting with headquarters in Monrovia; recruit national staff; represent IRC at county and general meetings, promote IRC's role at these meetings; ensure maintenance and proper use of radio and communications systems; implement and maintain security plan for field office; monitor and support work of the MOE County Education officer in administering the county school system; Oversee and coordinate efforts of teacher training and health education staff and programs attached to the field office; Coordinate efforts of the Peace Education staff; Draft concept papers, proposals, and new initiatives.

Requirements: Bachelors degree in Education, Business Administration, International Relations; MA preferred; minimum one year of overseas experience implementing emergency and rehabilitation programs; some finance, administration and personnel management experience; preferably some experience working in Africa and rural areas; must have experience working in dangerous security situations preferably in Africa; experience hiring and supervising multi-cultural teams; experience in representation and interaction with donors; international organizations and NGO representatives concerning education issues; team player; able to use Windows 95; excel, radio communications.
