Development falls into categories.

Education Transportation Communications Water Supplies Food Production Natural Resource Production Energy Production Health Care and Medicine

Nowadays I'd add "sustainable" as a qualifier for any "development". Basic ideas to measure development are counting things; how good are the roads, is water available, do people have enough to eat...standards of living statistics. Culture and art seem to be undervalued by the current systems yet may have more worth in the long run because they involve ethics, self-discipline and fairness, not to mention creativity.
