    The Summits of the Americas Secretariat of the Organization of American States (OAS) invites university students from the OAS Member States to participate in an essay contest within the framework of the Special Summit of the Americas, which will be held in Mexico on January 12-13, 2004. The Heads of State and Government will be meeting to exchange ideas and identify initiatives in order to confront the current social, economic, and political challenges in the region.

    The essay contest is for graduate and undergraduate students and should address one of the three themes to be discussed at the Special Summit:

                            1. Economic Growth with Equity
                            2. Social Development
                            3. Democratic Governance

    The essays should be original works, authored individually (in Spanish or English), and submitted in Microsoft Word, no longer than 20 pages double-spaced in 12-point Times New Roman font. Attached to the paper should be the name of the author, name of the institution, address, telephone number, and email address of the participant. All papers must be accompanied by an executive summary of half a page (200 words) and should be sent electronically to: mailto:csantamaria@oas.org

    The essays should be received by the Summits of the Americas Secretariat, both electronically or via mail, no later than November 7, 2003. It is the responsibility of the participant to ensure that the works arrive on time. The panel responsible for evaluating the papers will reach a decision by December 15, 2003.

    PRIZES: The authors of the three best papers (one per theme) will be invited to attend the Special Summit of the Americas to be held in Mexico in January 12-13, 2004. The recipients will be awarded lodging expenses as well as air travel in economy class from their original location to the Special Summit. Furthermore, the prize-winning papers, along with several other honorable mentions, will be published in the Summits of the Americas web page.
