PRIMARY HEALTH CARE
The World Health Organization defines primary health care as
"essential health care made universally accessible to individuals
and families in the community by means acceptable to them through
their full participation and at a cost that the community and the
country can afford. It forms an integral par, both of the countr-
y's health system, of which it is the nucleus, and of the overall
social and economic development of the country."
Vita Technical Paper on 'Primary Health Care' outlines the way
rural communities can set up good primary health care systems. It
analyzes the advantages and disadvantages of different types of
programs and suggests issues communities should consider in
designing the most appropriate health care system for themselves.
A good primary health care system encourages the active partici-
pation of the people it serves.
